GID Strategies for International Agencies: Country assessment of poverty reduction programs for women for UNIFEM/UNDP; Strategy paper for 5 years for Oxfam, South Asia; prepared a Handbook for APDC, Kuala Lumpur on best practices in Asia (both National Machineries/Civil Society), especially Gender Training Content/methodologies in major sectors (including forestry/environment/law enforcement); Developed a model Gender Impact Assessment Guidelines for Netherlands International Development Co-operation.

Dr. Azad got an opportunity to transfer her social mobilization and micro finance experience to combat zones and shattered economies when she was invited in 1993 to become UNDP/ILO Advisor on Women and Small Enterprise (Cambodia) at the level of P-4 during and after the war to assist war widows in credit/micro-enterprise.

Advisor to the Royal Government of Cambodia (Secretariat of Women’s Affairs) to prepare the Country Paper. Won a commendation from the foreign Minister for her work in Cambodia. (1994).

Asian Development Bank: Regional Technical Assistance on combating Trafficking on Women and Children in South Asia. (July 2001-April 2002). Consultant to ADB HQ (in close co-operation with the Department of Women and Child Development, Govt. of India) in developing initiatives to combat trafficking of Women and Children in India. ___ Connecting it to source area poverty, Social mobilization and reintegration strategies

Asian Development Bank: India’s Country Strategy Paper for ADB’s overall Five Year Strategy (2007). Dr. Azad called for a engendered and inclusive growth strategy to reintegrate women back in to the economy given the serious sex ratio decline, stubborn segmentation in the labor market as well as agrarian crisis.

International Fund for Agricultural Development: International Consultant to IFAD (HQ) South Asia Regional Study on Household Food Security, Poverty And Women (1995-97). A long range study with a focus on three large Government Projects in South Asia for women that were trailblazers in mobilizing Women and Civil Society i.e. Production Credit for Rural Women (PCRW) of the Ministry of Local / Government / Panchayats in Nepal (initiated in early 80’s), Tamilnadu Women’s Development Project (initiated in late 80’s) & Andhra Pradesh Food Security & Nutrition Project of the Directorate of Tribal Welfare (initiated in early 90’s).
